CSV Advocacy - ePlan Minumum Information Requirements

CSV has recently lodged its submission regarding the proposed expansion of minimum information requirements within ePlan.

CSV supports the long-term direction of digital cadastral reform. Improved data quality, system integration and registration efficiency are important objectives.
However, reform must be sequenced carefully.

The August 2025 ePlan mandate is still in its early transition phase. Many in the profession are only beginning to experience the operational, compliance and cost impacts. Expanding mandatory digital requirements before those impacts are properly evaluated risks increasing workload and regulatory burden without clear demonstrated public benefit.

In our submission, CSV advocated for:
• Clear articulation of the policy intent and community benefit of additional mandatory digital AFR content
• Alignment between survey regulation and registry requirements
• Avoiding duplication while PDF plans remain mandatory
• A staged approach, with any expansion deferred to January 2027

Digital reform should support professional judgement.
CSV remains committed to constructive engagement with Land Use Victoria and the Surveyor-General to ensure ePlan delivers genuine, measurable benefit for government, industry and the community.
